92's may be different, but on my 88, there is the coolant temp sensor on the right cylinder head near the back and a temp switch for the aux fan on the left head betwee # 1 & # 3,
I have had the lead come off that switch and the fan not work.
Your car may not be getting hot enough to turn that fan on. What temp. are you getting to when noticing the second fan does not turn on? There are different temp. switches to turn the fan on sooner.
On the 92, the secondary fan turns on when the coolant temp sensor sees 226 degrees F and turns it off when the coolant temp drops 41 degrees F.
If the oil temp sensor sees 228 degrees F, the secondary fan will run. Once the oil temp drops 36 degrees F, the fan will shut off.
Minimum run time for the secondary fan is 30 seconds. As you have seen, turning the A/C on forces the secondry fan to operate.
Operation of the secondary fan is controlled by the ECM by sending a signal to the secondary fan relay. The ECM takes input from the coolant temp sensor, oil temp sensor. throttle position, vehicle speed, engine speed and the A/C condenser pressure.
Also if ECM codes 14, 15, 52, or 62 are set, the secondary fanb will run constantly.
So, if you are not seeing coolant temps above 226, and/or oil temps above 228, the secondary fan will not run.

I guess 92's are different. On my 88, the secondary switch in the left side head turns the fan on. As someonelse here mentioned, you can buy aftermarket switches tha bolt into the head and will turn on the aux fan at 196 deg
