Ok so I have read the article on setting base idel but my question is On a vehicle that has had their throttleplate adjustment screw previously adjusted do I have to back that off first before setting the idle?
The reason I ask is because my 85 is suffering from a surging idle. I tried to do the adjustment as written and it didnt change anything. I havent yet checked my TPS either though. I got to thinking that maybe I have to backoff the throttleplate screw before I reset the idle.
I was planning on checking the TPS shortly so if I have to do the IAC again I will.

What adjustment is it you made, if you haven't messed with the throttle stop screw? "The throttleplate screw" is the point where you adjust the "minimum air adjustment", which some call the "base idle". Under normal conditions, YOU cannot adjust the idle speed. The idle speed is burned into your chip.
