If you have to label the engines as one or the other, they are externally balanced. If you are just referring to, as the title of the thread, says, "86 - 96 350 balancer", the (harmonic) balancers are neutrally balanced.

I question this myself because the balancer on my '94 had holes for the same balancing weights that go in the flywheel and mine even had one or two already in it. Are those weights there to neutrally balance JUST the balancer or does it effect the balance of the engine?
