I have a 1990 vette tpi 245 hp and when I start to push the throttle the motor skips a little also when driving down the road and trying to keep it at 35 to 40 mph it will buck a little, but just touch the gas a little and it smooths right out(luckly Im allwas on the gas) it has new plugs --- what do you guys think it could be.

Sounds like it could be plug wires to me. But don't just start throwing parts at the car. Measure the resistance of each wire to make sure they aren't too high.
I am not sure about yours, but most cars in that period have TPS sensors. Throttle Position Sensor (TPS). Over the years the metal contact on this sensor wears out at the point of most use. Since the auto spend most of the throttle time at 30-60mph this is where you see the problem. I had a 1990 Buick that had this kind of problem. Every time I was at slight throttle the car would buck. The repair tech explained the problem and after they replaced the part it was like new again. I don’t know if this is your problem but this might help steer you in the right direction. You might measure resistance of the TPS as you manually slowly open & close the throttle. If the resistance value "jumps" at any point, replace the unit.
Also you might clean the TB bore and throttle blades.
If this causes idle problems clean the IAC under the TB and use the method on my site to reset base idle, ignoring the part about TPS adjustment as yours isn't adjustable.
