A co worker who did the 383 build for me found the problem that caused the idle surge. It was the IAC. There was carbon build up. So all it took was to remove and clean it real good install and fire it up. My coolant temp is holding at 150 to 160 while driving, and sitting in traffic it moves up toward 170 when the fan kicks in. (It's been that way ever since I install the Hypertech Thermo chip). I do know I have to get a custom chip to do a fine tune on it. While the custom chip is next on my list to add to my up grade list, I've taken my car to the local track(1/8 mile). Although they were printing out time slips, I had a good friend to watch my time as it flash on the board. My best time with street tires and 2.73 gears was 8.4 I don't remember the MPH. I'm sure with some drag radials, much better gears(3.54 or 3.73's),a shot of juice, and some work to the tranny, I can dip into the high 7's. (in the 1/8 mile) I've never been on a quarter mile track. This summer I plan to take a trip to Bowling Green and make my fisrt pass on a 1/4 mile track. I want to thank all of you guys for the great info. I can't say this enough "This is the best corvette site on the web!!

Darn....that's pretty good time for a TPI car, even with the 383. I have a 350 with great heads, cam, and holley stealth and I'm only doing 8.5s/8.6s. But, that was with the old 700R4......I just put a ZF in there, so we will see. Glad to see that you figured out the prob! There are so many things than can cause those kinds of symptoms, especially after having done upgrades. Sometimes it is best just to have a tech that follows a diagnostic algorithim to find your prob!
