Yes, on my 94 Corvette it has to be removed. Two bolts hold it in position. Top bolt remove, bottom bolt loosen one full turn. Then pull vent towards you.

Mine is also a 94 that I purchased 2 years ago. I try to keep the milage down, keep it in the garage and drive it about 3 times a month. The last two times I have driven it, I had to jump it off. I'm probably dealing with a battery cell that's just about to die.
