Do I need to rebuild the console or can I fix this without having to send it off?
Actually I have the same question for my '95. It's noticeably dimmer than when it was new but still light enough to drive. I intend to keep the car for the foreseeable future so this is something I'm eventually going to have to deal with.

Have you check the dimmer circuit to make sure it is operating correctely. I haven't looked at my manual but I would guess it just adjusts the voltage on the display.
Not sure about the 87 but on the 95 check and clean the light sensor on the fuel info buttons. On my 92 the speedo backlighting was rather dim during the day making the ICD readout hard to see. I cleaned the light sensor with a Q-tip and some polish and the speedo backlight came back brighter.
Or it could be malfunctioning, put some electrical tape over it and see if the display gets darker or remains the same.

are the turn signal lights and the high beam indicator lights always on? if thats what it is, i had the same problem, it turned out to be a problem with a ground. this website is a pretty big help, my digital cluster works fine now. the fix isn't too hard, either. http://batee.com/corvette/dcrg/allbright.shtml
