You can use a very tiny adjustable wrench.
You can also use a tiny pair of vise grips. I usually put some electrical tape around the notch so as to not scratch the lever. A small piece of cloth also works.
The lever turns out towards the dash / front of Vette. Screws back in towards the rear.
