No its not the neck... I should have posted this and my arrow points a little high. Its more under the bolt by the black bracket and the drips end up on the manifold at the tip of my arrow.

The only two blk. brackets I see are the AIR support (not into water jacket) and the egr sensor (blk. bracket) above waterneck.
I agree w/above, it is the waterneck. I would take it apart and install new gasket and use sealer on the mating sufaces (I also put a little on the bolts) .
