Default Intake runners - bolt question

I am in the process of putting my top end back together. On the drivers side the intake runner has a bolt that comes in from the inside, intake manifold side, and damned if I can remember how I got it out. It sits right under the fuel regulator. I swithced all my bolts to hex and got a long hex socket adapter. This really works great for the outside bolts but that &*$## inner bolt? I can't even get a L shaped allen key in there to tighten it. What a design!!!! Any ideas?

I have had my 89 apart twice, and if I remember correctly, I put the fuel rail on both times forgetting about the inner bolt. I believe I had to loosen the fuel rail and raise it out of the way to put the bolt in.
I can not say for sure, as its been a while. I had to undo something.

Yeah I think you're right. I had another look and I think I was a little to quick to fasten the fuel rail down.
