Default No start after rebuild....

I hooked up the battery, and the bell inside is going ding, ding... pause, ding, ding.... etc.... parking lights flash..... etc....

I hit the #1 switch on the key, and security seems to be ok.

I turn over key... no voltage to fuel pump, no starter

VATS was suppose to be disabled in the new chip. But it seem like a VATS problem.

The ignition switch is loose, and could be part of prob....
Where to start....

Any suggestions would be appreciated....

I am not seeing any codes from either the ECM or the CCM....

I have the car on jack stands, with the front tires removed, would that be a problem?

if I understand correctly-the engine was just rebuilt and now it
won't start-crank-and the vats were disabled. I'd start by check
starter connections, make sure battery connections are clean and battery is fully charged-just because you get the ding-ding doesn't
mean the battery is charged enough to to crank. No, being on jack
stands with the tires off has nothing to do with it. Yes a loose ignition
could. Hope you have checked your fuses also.

Thanks.... I have went through the basics that I could think of. I found that I had not closed the circuit on the oil level. But that did not let it get fire to the fuel or starter circuit.

Thanks... I had not checked the fusable links.

I am in the thougts of something is triggering the UTD system, it does seem like there is a gremlin in there. Lights, bells, etc going off in an irregular fashion. Electronics is not my forte. I am just going to have to read the service manuel more and try to muddle through this one.

Is there a way to completely disable the UTD system??????
