Listen to an old man that is driving his fourth Vette. Your car is over 15 years old. Even if it only had one mile on it, the rubber is 15 years old. Get my drift? Get to know your car like a new girl friend. Find her weak points. Does she run hot? Replace some hoses, serpentine belt. How are the brakes? It's not fun but this will save you a lot of agravation.

Is this car a beater or a babied icon? Then definately start with the exhaust. It is the cheapest increase in hp you can get and the sound will get your blood to boil for more. Like someone already mentioned, get ready to spend $5,000. Don't go for cheap, quick hp promises. Tests on all the major air cleaner and intake systems came up with less than 5 hp increase. Improvements in breathing would be next. Options are plentiful here. The more bucks you got to spend, the better. The crate high performance engines from GM have been getting great reviews. They have done all the engineering for you so you don't have to match up cams, valves, lifters, etc. that will work together the best. Done properly, have heard of people getting instant 500 hp. Nitrous is a sure thing but nothing beats cubic inches in the long run. Go crate, live long and prosper.
