The governor is located on the drivers side of the trans. It is toward the rear, almost where the tailhousing starts. It has a round, domed cover that is usually rusty. It measures approx 3 inch in diameter. To remove it, tap it off by putting a large dull screwdriver behind the flange giving it gentle whacks. From the factory, they have no o-ring. They make one for it though. I suggest you reinstall it with the oring, and coat it with a thin film of rtv.

mine popped off on me on the freeway after a fresh rebuild on the trans. I installed the trans but didn't look or care to notice any RTV on the govoner cap. It was scarry when that cap fell off and all my trans fluid spilt over the highway! I have used RTV and a large clip to hold the cap on the trans. RTV is a must or the clip!

This is good info. When I build one, I install a gov cover retainer. They are the same ones used on an old turbo 350. It physically retains the cap so it cannot pop off. Why gm stopped using them makes no sense to me.
The governor rotates right out. It has a gear that is known to "applecore". The center of the gear chunks out. If it is bad, you will see it. Inspect the valve in the center for free movement.
