Loose Steering Column

1984 tilt wheel works well, however, it is loose where it tilts. Anyone know what has to be done to fix this? Does the column have to come out in order to fix it?

Also, do an advanced search...click on search in the upper tool bar (not the search this thread) then advanced search, type in loose steering wheel in key words field and then click search now. There are quite a few posts related to the problem.
