If the fluid level is ok, sounds like the ps pump is going south.
Normaly a rack will develop morning sickness, it won't have any power assist turning one direction or the other when the car is cold. Make sure you flush the fluid before you change the pump, that way the old dirty fluid will not contaminate your new pump.

The pump is new, the noise is coming from the rack.
When I jack the car up the rack will leak, not bad just a few drops.
How does your fluid look? If it's grey, you need to flush the fluid at the very least. I'll be doing it yearly to mine having done it now twice. It makes all the difference in the world in feel and response.
I know that you're worried about a catastrophic failure where you totally lose your steering but I can't honestly say whether or not that is likely.

Thanks Randy, the fluid is fine, I have installed a new power steering pump and flushed the system in May, I also had new ball joints, tires and alignment done, the car shimmies at 70 MPH, I was thinking also that the tie rod ends are bad and with the rack leaking it might be best to replace it.
