406 is the 400 inch small block bored 0.030. these can be stroked to 420-422 inches, I have a 415 in my 86. With some of the aftermarket small blocks, you can go up to 440 inches and still have the weight savings of about 100 lbs over a big block, but still have the cubic inches.
You can got to 434ci with a stock GM block 4.155 0.030 over x 4.00 not 3.75 crank, but you have to clear the block and you have to have a cam that is small base circle cam so it will clear the rods. but you will have a hard time to feed that big of a motor with the TPI.
With a aftermarked block you can go 434ci (stock aftermarked) to 465ci (Rocked block) but to do that you have to have a lot of special parts.
The 400 blocks are hard to come by that are good lot of them are cracked and sometimes you dont find out until after doing all the work to them.
A 400 engine will run a little hotter too.

I bought mine from Lunati. They did all of the prep and everything. Buying from a reputable company may cost more, but it's good insurance against hidden damage.

A little hotter?! Ack! My 408 runs way too hot in the summer. Of course, ambient temperature makes a huge difference. When I drive it over to the coast, it'll run cool all day long, even idling in traffic. Get back into the valley's 100 plus degree weather and the temps start to skyrocket...

What radiator are you using.
I just put a BeCOOL in, real nice rating at 700hp, fits in the stock shrowd after you modify the rubber mounts. New stock hoses fit w/o a hitch.
