I have a '90 from a previous owner. The fuel injectors were replaced but the rating (lbs.) was not indicated. What is the meaning of the ratings - lbs. and where are they applicable?

Its the pounds of fuel that can be delivered in an hour by the injector.
Larger lb/hr ratings mean that the injector can dump more fuel into the engine, with an equal fuel pressure.
You pick an injector based on the needs of the engine at max power, ours come with 22lb injectors, which can feed the L98 at more power than it puts out stock.
24 pounders are a common replacement because they are cheaper from Ford and are a direct-fit replacement for the original, not because those here with modded engines really need the bigger injector. It is rated at a different pressure, so the 24lb rating is misleading, but it is recommended that an adjustable regulator be installed at the same time to allow the computer to adjust better.
