Wanting to get some sort of scan tool/software to use on my 96 LT4. What is the best way to go on this? And can you log with any of these??

"Best" is subjective. I personally like AutoTap. You can log with it and then download the file into Excel in order to perform more in-depth analysis. IMO, the ability to analyze and manipulate the data in a spreadsheet is far more effective than staring at a screen with a stream of data going by.
If by best you mean the lowest cost with the most capabilities, try the unit from www.obd2allinone.com
It works on any 96 or later OBD2 car with any OBD2 protocol, and there is a bunch of freely downloadable software for it that you can log with, do dyno calculations, read freeze frame data, clear codes, etc. Nicely made unit and cables, and clear instructions too.
