Did this happen before the last engine build?, or is this new to the last build? I do not see that ever being discussed? I think your concern about the break-up is valad. The break-up IS telling you that their is a problem. You making power or not is secondary to the issue. Maybe trying to eliminate all external possible problems would be a a good idea.
I off course think the engine builder is suspect. They screwed it up the first time and used some of the same parts for the rebuild. Have you done a compression test?

i can now rev to 7k and feel the rev limiter! yahoo!
car pulls really strong all the way up!
it was valve adjustment. i now know what i did wrong, didn;t adjust lash/preload right and the lifter was pumping up - cyl.2 exhaust.
now i just need to get to a dyno again and see what the #'s are running on all 8 cylinders!
