1990 Aux Cooling fan

I have a question about the right side-passenger (auxilary) cooling fan. What makes this fan turn on. My car idled the other day for about 1/2 of an hour and it never turned on. I thought it was a bad relay and swapped out the left fan and right fan relays. the relays are fine. I had the AC turned on also. My car has a 180 degree thermostat in it so it doesn't really run hot, but I have no idea if the fan even works. Does anybody know what set of conditions are needed to get it to turn on? Then my next question is, why don't both fans come on at the same time? Why make them separate?

Temps are progammed into the chip. Sorry I don't remember the stock programming for temps.

I dont think the fan will come on with the AC on. I can be wrong thou. Im sure somone will chime in and correct me.

both fans run when you have defrost or recycle a/c are on or you hit 260 degrees F
