Default hope this helps

CODE 13
DIC Switches Open Or Shorted To Battery Voltage)
If trouble code is a history code, problem may be intermittent. If wiring and connectors are wiggled when performing tests, an intermittent problem may appear.
If pressing Driver Information Center (DIC) button causes different function to perform or no function at all, DIC switches are internally open or shorted. Use Tech 1 Scan Tester (94-00101-A or T-1) to monitor DIC button analog/digital counts when pressing buttons. See Fig. 5 . Make note of stored current and/or history codes.
Remove DIC from instrument panel and disconnect connector. See DRIVER INFORMATION CENTER (DIC) under REMOVAL & INSTALLATION. Connect DVOM between terminal A10 (Dark Green/Yellow wire) of DIC Black connector and ground. Turn ignition on and note voltage reading. If voltage is zero volts, go to next step. If voltage is greater than 5.02 volts, go to step 5). If voltage is 4.95-5.02 volts, go to step 6).
If voltage reading is zero, use DVOM to backprobe terminal E11 (Dark Green/Yellow wire) between Central Control Module (CCM) Green connector and ground. If voltage reading is still zero, check for poor connection at CCM Green connector. If connection is okay, replace CCM. If voltage reading is approximately 5 volts, repair open in Dark Green/Yellow wire.
If voltage in step 3) is greater than 5.02 volts, turn ignition off. Disconnect CCM Green connector. Connect DVOM between terminal E11 (Dark Green/Yellow wire) of CCM Green connector and ground. Turn ignition on. If voltage is not present, replace CCM. If voltage is present, repair short to battery voltage in Dark Green/Yellow wire.
If voltage reading in step 3) is 4.95-5.02 volts, connect DVOM between terminal A10 (Dark Green/Yellow wire) and terminal A9 (White/Black wire) of DIC Black connector. If voltage reading is now zero, check for open in White/Black wire or for poor connection at CCM Green connector terminal E15. If White/Black wire and connection are okay, replace CCM.
If voltage reading remains 4.95-5.02 volts, check if Code H13 or C13 was displayed. If Code H13 (history) was displayed, check for poor DIC or CCM connections that may be causing intermittent fault to set. If Code C13 (current) was displayed, replace DIC switches. When repairs are completed, clear codes and verify operation.

CODE 14
(DIC Switches Shorted To Ground)
If trouble code is history code, problem may be intermittent. If wiring and connectors are wiggled when performing tests, intermittent problem may appear. If pressing Driver Information Center (DIC) button causes wrong function to perform or no function at all, DIC switches are internally shorted to ground. Use Tech 1 Scan Tester (94-00101-A or T-1) to monitor DIC button analog/digital counts when pressing buttons.
See Fig. 5 . Turn ignition on and note voltage reading of DVOM. If voltage is 4.95-5.02 volts, go to next step. If voltage is less than 4.95 volts, go to step 4).
If voltage reading is 4.95-5.02 volts, check if Code H14 or C14 was displayed. If Code H14 (history) was displayed, check for poor DIC or Central Control Module (CCM) connections that may be causing intermittent fault to set. If C14 (current) was displayed, replace DIC switches.
If voltage reading in step 2) was less than 4.95 volts, turn ignition off. Disconnect CCM Green connector. Turn ignition on. Connect test light between terminal E11 (Dark Green/Yellow wire) of CCM Green connector and battery voltage.
If test light comes on, repair short to ground in Dark Green/Yellow wire. If test light does not come on, use DVOM to measure resistance between terminal A10 (Dark Green/Yellow wire) and terminal A9 (White/Black wire) of DIC connector. DO NOT push any DIC buttons.
If resistance is 1950-2385 ohms, check for poor connection at terminal E11 (Dark Green/Yellow wire) of CCM Green connector. If connection is okay, replace CCM. If resistance is not 1950-2385 ohms, replace DIC switches. When repairs are completed, clear codes and verify operation

Yes, my buttons rarely work as designed. Can you clean the DIC buttons or do you have to replace them?

I would think a part like this would only be available from GM dealer.
