I've had a similar problem I have been battling, but not quite as bad. I have changed the water pump, put in a 180C thermostat and no change in behavior. My cooling system still misbehaves even when the ambient temp is below freezing.
My latest theory is that radiator flow is somehow impeded. At higher RPMs, the water pump is spinning faster and providing better circulation and therefore better cooling.
I doubt a new water pump will help.
