I think I found a vacuum leak at the base of the TB. I used propane and I hear a slight increase in RPM. I'm sure this is a added problem to my idle and rich exhaust. I will be fixing this in the next few days and see what happens. I set my timing at 12* BTDC and it seemed to idle better here though it is a little much. I didn't drive it though. I also check fuel pressure and at idle it's 40 psi and 45 psi with vacuum off. I will report back.

Any suggestion?

Forgot to mention. I talked to the previous owner about the chip he had programmed and he told me that it was programmed for an advance in timing???? All I can do is go by what he says, so if this might be a problem, I need to get a stock chip.

No didn't say. I took a look in the FSM and the area I though the vacuum leak is coming from is apparently the IACV/coolant cover assembly. It says that coolant is in this area. I need to get the TB off and take a look!

I do not believe before that I stated that the vette had a air foil when I bought it. I decided to remove it and found the IAC passage. I started it up and it stumbled, so I gave a little gas and went to check my timing and set it at 8*. The thing idles much better now. I still have a hissing sound under the pleneum somewhere. It still idles up and down but I think that is due to the leak. My things have changed over a POS air foil. I do not recommend anyone wasting there money on these. And I knew they were crap all along, I was just using it because it was free...not anymore.
