Witch is more streetable? I'm about to build my dailydriver. What would the power difference be? I'm thinking about going with the LT4 Hot Cam Kit & ported & polished LT4 heads. Not sure which pistons or crank yet. What would you go with??? :D
383...of course I am biased since I just finished putting mine in. Seems very streetable so far, you can barely tell there's a difference if you're just putzin around, but put your leg into it a little and :D

Streetability has more to do with the cam, intake and gears you choose based upon the rpm range you plan on running your motor. Both can be very tame on the street... up to you.
As far as which motor to get...the overused, but very correct statement of "there is no subsitute for cubic inches" is a very true statement. I'm kicking myself in the butt for not bulding a 406-427 motor.... oh well, the next motor I build should be interesting.
Shoot for 11:1 compression. Check out AFR and Canfield heads. Its cheaper to go with off the shelf heads than it is to buy new LT4 heads (and intake) and port them. The LT4 hot cam is a good street cam.
