Did a prior owner have the plastic inner fender panels coated? The factory did not do any undercoating and the ABS plastic panels should easily last the life of the car.
I would simply use a good degreaser with lots of hot water to rinse and paint the panels with Krylon semi-flat black spray paint.
As above - don't know of any factory undercoating. When I really get **** about it, I take them off and wash them separately - then slather them with some Armor-All (both sides) to make 'em nice and shiney.
There was definitely no undercoating on my '91 ABS wheel well inserts. When I cleaned mine I gave them a good scrub and then put a spray coating of furniture polish on them. I know, furniture polish sounds funny but the stuff has a wax base that doesn’t let the road tar stick to the ABS (makes cleaning in the future easier) and it doesn’t attract dust and dirt like armor all does. I don't think that I would use this stuff anywhere but my wheel wells though. Anyway, they look great.
You might have to carefully take a razor blade and clean off the tar spots that won’t come off with soap and water. That’s what I did.
Thanks for the response. There is some sort of coating on all the wheel well parts, it is NOT just where the tires would spray them with road "tar" but every square inch if the panels. I have taken them off and hit them with a power washer with no results, have used degreaser too. The degreaser will start removing the coating but it is time consuming. I much prefer the panels without the mess on them so I will spend more time on them.

see if a hot air gun will help you remove whatever this coating is. then just repaint with a good plastic type black matte.
