Backfiring/Dyno Tune?

Backfiring/Dyno Tune?
My car in the high RPM range in first and second at around 4,000 rpm backfires like a shotgun about 5 seconds after I let off the gas. Not the head turner I want. Is this a simple Dyno-Tune issue/being rich on fuel?

when i rebuild my L98 last year cam/head/bottom end,....etc. it was backfiring too for two reason's timing was way high and TV cable was not set right so make sure these two things buddy.
