You have two options at this point - figure out the resistance the VATS module is looking for by buying all 15 resistors and trying each one individually until one works or buy a 30mhz bypass module from someone like www.bakerelectronix.com. I chose the latter. Installation was simple (power, ground, signal wire to ECU) and I put a small hidden switch in the ground wire so I can enable VATS if/when I choose.
A third option is to use a volume control **** and measure the resistance as you turn the ****. Set the **** to each of the 15 resistance values used by the VATS system. This saves you from buying all the resistors, but they are only a few $ from radio shack.
The reason you can't just ground or power the wire from the vats control module to the ECU is that the ECU needs to see a square wave signal, not a straight power or ground. That makes defeating VATS more difficult.
