I've read on here that it must come off but I have no personal knowledge of that. I wanted to remove mine to clean and polish the inside lenses. But when I read that, I said, "Screw it."

I had all the turn signal assys and cornering lite assys replaced under warranty. I believe the dealer removed the bumper. I am sure they would have left the bumper in place if they could.

I think removing the bumper cover makes the job quite a bit easier.

Everything I have read (IE the Helms FSM, internet guide etc) lead me to believe to remove the bumper cover.

Like the 'Kid, I wanted to clean the lights' interiors, but (like 'boat) the Helms manual discouraged me...

Default front light removal

Been there done that, 14 months ago when I bought my 93 LT1, the right front park/fog light was busted out. Got one from an on line bone yard for $65.00 as opposed to the outer space price for a new one, and yes Virginia the front bumber does have to come off. There is a really big steel bracket that holds the light to the real bumper , what you are removing is called the front cover and it's no big deal, but you will need help to put it back on, as it will be hard to handle by yourself. It took me about two hours to do the whole thing. Just keep track of the bolts and where they go. Also you will need a very thin open end to get at the small bolts at the hood line. Hope this helps.
