Default '84 dash problem

my friend just picked up an '84 vette. the dash lights up, but nothing registers. the digital display was supposedly just rebuilt. any suggestions on what could be the problem, or where to start looking?

The 4 back light lamps get power through one of the connectors plugged into the cluster, so I doubt that the wiring harness connector isn't fully seated. Check the LCD fuse and the CLSTR fuse with an ohmeter. In spite of the cluster being rebuilt, I think it needs repair. See if the previous repair center can check its function out to determine if it is indeed ok or not.
