On my 88 automatic, when I accelerate (full throttle of course) as soon as the wheels break lose and the RPM start winding up, the engine bogs out and loses power then surges back up and bogs again. It keeps this up until I let off the gas. Could this be a fuel filter issue or is it something else?

The "bogs and looses power" sounds like a clogged cat, but the "surges back up" is not usually associated with a bad cat...but you never know...just something to keep in mind.
More than likely it is a fuel delivery problem. It could be a filter past due for replacement, a bent or kinked fuel line, a pump on the way out... As the first response said, check it out at WOT, with a fuel pressure gauge attached. If the pressure drops, start trouble shooting the fuel system. If not, move on.
