On a late C4 where do they put the vacuum distribution center (or whatever you call it) and how do you diagnose the problem? only blows out the default windsheild defroster.
Vacuum controler is under the brake and gas peddle. This topic is in the site do a search, most of the 95/96 has leaks that make the A/C blow out the heater and defroster. Some are just a check valve under the fuel rail in the intake if the cruise control does not work but if the cruise does work it is a bad vacuum line to the controler or a bad controller.

First, easiest, and cheapest thing to do is pop off the passenger side fuel rail cover. Look for an "F" shaped vac fitting, which is known to get brittle and break. Bet your cruise control isn't working either!?!

My cruise works and I replaced all the elbows and lines and the plastic check valve time to take out the front seat so I can get under the dash and remove the kick panal and all the other crap that is in the way to see if I am lucky and just a loose or cracked vacuum line and deal with the short screw that holds the controler to the fire wall.
