Amen, Pete. Same here. I always do a careful inspection of anything I buy nowadays before putting it into service, whether it's auto parts, or whatever. Seems the defective items have a knack for finding their way into my hands. When possible, I inspect stuff before I take it to the cash register. Got real tired of taking stuff back. In this case, it arrived via UPS...

So, for the uninformed masses, like me , what exactly IS that hole for? Is it opened up and completely free flowing when used on an automatic transmission car? Sorry if this sounds like a dumb question---some would say, consider the source.

It's possible that the radiator has a baffle there to slow down the coolant so the radiator has more time to cool it down.

True, but that looks like it blocks out about 95% or more.

It looks like it'll be a major restriction to coolant flow. Seems pretty weird to me, but a coupla guys have posted that theirs looked exactly the same, so I guess it's the way it's supposed to be. I'll bolt it in there and see what happens...

What you're looking at is the radiator hose port. The plate that's lying just below the port is, presumably, part of the transmission fluid cooler, but I can't say that for sure unless I open up the old radiator and have a look inside (which I may do). Considering mine's a 6-speed, I'd prefer that it didn't even have the cooler in it, but, it's there. So long as it cools the engine as well as I'm hoping, I'll forget about it and go forward happy.
