I don't remember the torque offhand but can look it up if someone doesn't post it first. Antiseize would not be a bad idea because if steel ever becomes galled to aluminum, it can cause major headaches! Don't use silicone on the cover, get 'The Right Stuff' which is also made by Permatex. It will never leak but silicone may after some time in such applications.
