Did you use use a fuel pressure guage on the fuel rail to determine that, or are you just not hearing the fuel pump prime or "humm" when the key is turned? Either one of those is not normal anyway and would indicate a problem. There should be a "humm" and there should be fuel pressure at the rail.

The fuel pump relay is located next to the windshield wiper motor on the firewall. No, you should get a pressure reading when the key is turned to the on position. Check the FP fuse to make sure it is good and if so, use a test light and touch the fuse (while it's in the panel) and turn the key to on. The test light should light up for 2 seconds. If not go to the fuel pump relay and disconnect the connector and use a jumper wire from the first wire to the last wire. This should run the pump. You can also use a wire from the + side of the battery and insert it into terminal G of the ALDL and it will run the pump until the wire is removed.
That's because the fuel pump relay is inop. Once you start cranking and the oil pressure reaches about 4 psi, the oil pressure switch (backup to the fp relay) runs the fuel pump. It will start the engine, just take longer.
If you have a manual transmission, you might have two relays there instead of one. I know that on the early TPIs with manual trans, both relays are the same part number and monted next to each other. One for the fuel pump, and one for the overdrive. If your '89 is like this too, you should be able to swap relays and test your suspicisions using your fuel guage.
