can i do it with the engine in the car on my '84? if so how?

I did this once on a '69 Camaro that had skipped a tooth, so I think it can be done. You would need to remove the hood to make things easier. The radiator might need to come out, too. I think you can remove the timing cover enough to take the chain off and on without taking the balancer off. It's been a long time, so my memory isn't very good with the details, but I think there is a removable link. Hopefully someone that has done this more recently will chime in... There's a thread farther down about timing chain life. I noticed a couple of people there talked about changing their timing set recently. PM them or ask your question on that thread.

Yes. I've done it. It really is an easy, but fairly lengthy and involved job. Do NOT remove the hood. Do NOT remove the radiator. No HyVo, Morse type, chain I'VE ever seen had a master link. Even if it did, would you not change both sprockets? If you start the project as changing the water pump, you will be better than half way there when the pump is off. After the pump is removed, you WILL have to pull the vibration damper, then the timing cover. Line up your timing marks, dot to dot, unbolt the cam sprocket, remove it and the chain, then slide the crank sprocket off. Clean off all the gasket surfaces and you will be ready to reverse the procedure. It is not particularly difficult, but allow more than just a few hours to do the job.
