Any bad consequences from wrapping your ceramic coated headers?

I am thinking about wrapping my headers with heat covering to reduce the heat to the starter since it seems to be heat soaking (IE it gets voltage, but doesn't do anything - I do think I need a new starter though in addition). Has anyone suffered delitarious effects from doing this? I have TPIS longtubes on an 1985.

I wouldn't. If you're going to change starters anyway, switch to the smaller, later version and then you should have plenty of room to put a heat shield on the starter. You can get them in the aftermarket or as I did, used a stainless heat shield for a 5" Kenworth exhaust pipe! Looks like it was made for it!
Most header companies will void any warranty they may offer if header wrap is used. The extreme heat can change the metal, metallurgically and will accelerate oxidation.

Also, an LT1 starter will give you even more clearance than a 88-91 starter, although you'll need to do some minor grinding on the aluminum case to fit your block. And your battery cables will take some work and rerouting to make them reach.
