I have NO idea what you are talking about when you mention turning the rotor, the cap should be on while adjusting the timing so you shouldn't even see the rotor? You can get zapped while turning the distributor but that should only happen if you have bad ignition wires.
One other thing I wil mention concerning your Buick in case you can't get the Vette running for your vacation. Try plugging the vacuum hose to the EGR, that may let it run until you can do a proper diagnosis and repair. If the EGR doesn't open the car may ping and the emissions will increase but the engine will usually run unless the valve is stuck in the open position, hope that helps
