There's probably something to be gained in your shift points as well.
How quickly are you hitting full throttle in 1st?
The Best of Corvette for Corvette Enthusiasts

My '93 with the stock torque converter and stock 2.59 gears has gone 13.37@102mph.
Don't worry about reaction time, it has nothing to do with the elapsed time.
I have a best 60' on street tires of 1.95.
Couple of questions:
Was ASR on or off?
Did you roll through the water box?
What kind of tires and what was the psi?
Answers:
ASR should be off, if it kicks in while you are trying to launch, it will absolutely kill your 60' time.
Go around the water, do a short dry burnout to get a little heat in the tires and a quick cleaning.
Play with tire pressures. I've had the best experience with 28 psi, but your car may be different.
Also what were the weather conditions? How hot(or cold) was the car?
What's the altitude? Just off the tops of our heads(at my track), we figure every 1000' is worth a 10th.
I try to approach the starting line with my oil at around 150 and coolant at about 165-170.
I've been able to launch by simply punching it off the line. My tires stick pretty well(Michelin Pilot XGT Z4's 285/40R17 best damn tire in the world).
Give it a try as I've described, if you were already doing that, then there has to be something wrong with the car.
The '94 LT1 A4 coupe I had went 13.83 @ 100 mph, and that was with a car that was in poor running shape (had ring blow-by, leaked a lot of oil from front & rear main seals, etc). I figure it would have been good for 13.6s or so if it was in top running order.
Of course, a lot of things play into your times that are external to your car... things like track condition, weather conditions, altitude of the track, etc.
And reaction times don't have anything to do with your ETs, as someone else mentioned. But if you're gonna race in competition at all, you'll want to get that down as well. Remember, when the 3rd yellow light comes on, foot off brake and stab the gas to the floor.
Oh, lose the spare if you have one. Nice weight reduction = better e.t.

Of course I'm going to agree with a man who ran 12secin a stock LT1......also put trans in "D"....not overdrive

Play with the tire pressures, go around the water, I will assume you spun pretty bad. Without a spin, you can shave off 2 tenths from your 60'.
Here are a couple videos to show you the difference between a good launch and a bad launch.
good launch, the tire screech you hear is from the C5
If you look at what I ran and what my dial is on the next video, I would have definitely ran that number had I not spun.

bad launch, my tire spin at the line cost me the race. If you listen to the announcer, you can hear him say the winner had a bad reaction time but won because I didn't run the number.

This one shows a just about perfect launch(in my six speed)

This is in my automatic, shows you what a good set of tires and a gear swap can do for you.(check the 60' on teh clock as I drive by)

I personally noticed no difference between the two... my car ran within 5 hundredths of a second on six different runs on the same day, and at least 1 or 2 of those were in "D" instead of "OD".
