Default Headlight Question

I just replaced one of the headlight motors on my 88 corvette and now the headlights work, but the motors don't budge. The other motor worked but was freewheeling (replacing the bushings next). I took the headlight actuator module out and tested the power going to it and all the wires but one have constant power (not sure if this is supposed to be like that). The one that doesn't have power gets juiced up when you turn the headlights on. On the other side of the module, I have nothing........ever. How do I know if the module is the culprit? I don't want to spend another $165 if I don't have to.

Unplug the headlight motors and jump 12v to the appropriate contacts, both up and down, to prove the motors are ok. If they are, then you have remaining, the fusible link to the motor control, the motor control, and the headlight switch and all wiring in between.

The motors are good. Is there any way to test the actuator relay without replacing it? I hate spending $160 just to find out that the relay isn't the problem.

Do you have relays or an electronic motor control module? I don't have a schematic for the module as I own an 87 with 3 relays. The module has 12v supplied to it and control is from the headlight switch, so if you can verify that the module is getting 12v power and the control signal (probably 12 from the headlight switch), then the module should switch 12v to the correct pin on the headlight motor plug to make the headlight door to go up or down depending on the position of the headlight switch.
