I get a code 32 every once in a while on my 93 LT1.I ordered a new egr valve but I have not installed it yet.The problem is that I removed my old one today.I push up on the diaphragm and plug the vacume port and the diaphragm goes right back down.The new i ordered does not do this.I can push the diaphragm up and plug the vacume port and it stays up until the port is uncovered.
The service manual reads like it should not stay up under vacume without exhaust back pressure.The new one is a direct crossover of the original part number.I just don't want to replace one that may still be good with one that may not working right from the start.Anyone else try this with one and what were your results.

FSM test procedure:
step 1
ignition "off"
connect a vacuum pump to EGR valve.
observe EGR diaphragm while applying vacuum.
diaphragm should move freely and hold vacuum for at least 20 seconds.
Does it?
I don't read that as needing backpressure to remain open, the engine is off???
