Have you run them side by side?? It could be and not really be tuned right and is low on power. Did he buy the car that way and was told it was a 383?? Are there receipts for the motor work or dyno sheets???

Pull the oil pan off and see if any clearancing has been done. I had to clearance the inside pan rail area of the block as well as the the bottom of the cylinders for rod clearance. I'm using a 3.80" stroke crank which is .050" longer than a 383 crank. I'm also using 6" H-beam rods. I'm relatively sure though that some clearancing is required for any 383.
my friend swears his 1990 corvette is a 383 stroker but it doesent feel much faster. So is there a visual way to tell or maybe sound is different.
most 383 are external balance so they use a balancer that has a cut out on it thats the way you can tell just look at the balancer if the out side o.d has a slot about 1/3 around the balancer then it is a 383 ,but then again if its a big money engine it might be internal balance ,but thats big money just for the crank and to balance it ,he probabley used a scat crank that what most people use for the one piece block and it would need the external balance harmonic balancer
