I have a '96 auto. When I start it up I have a noise in front of engine. It sounds like the power steering pump. It doesnt squeal just sounds louder than normal till it warms up. I did a search and didnt find this issue mentined. Any ideas. Ray
Check the belt to see if its worn out,has cracks etc then check the ps fluid and see if it looks grayish,metallic or has a dark color.If So,try flushing and changing the rack/ps fluid.
If the steering is stiff until it warms up,its defintely a rack problem too and needs to be flushed out and filled until you get it replaced.
Older C4's suffered from "morning sickness" which is when a rack goes bad,is stiff when cold and the fluid is dark and full of metallic particles.
FLushing it out helps for a while,sometimes a year or more,but if the PS is whining with a clean full fluid level,you may have a pump thats on the way out.

A lot of "morning sickness" and other P/S problems may just be cured with a couple of good flushes using Valvoline Synpower power steering fluid. This is good stuff. Mine used to be cranky in the morning too but has been fine every since it was flushed a couple of times.

It may not be the PS pump, it may be the air pump.Open the hood and have someone stand there on your morning startup and listen. Its common for the air pump to sound off. Mine did it a lot in the spring but has stopped.
