Pulled my plugs. One is caked others are fine. Picture inside
What the heck? My number 4 plug is caked with soot. The other 7 look fine. I need some help to fiqure this out. Thanks in advance.

You can ohm test them all and see if they are consistant with each other. If 1 or more read low, you will know they are electrically bad. If they are mechanically leaking, they are difficult to diagnose. The cheap way is to swap #4 injector with number 2 and see if that plug craps up.

Could the black plug have anything to do with the tune in the chip?

You "may" have a guide or seal problem, but don't worry yet. If the cylinder is passing a small amount of oil, it could crap up the plug. Small chevy's usually dirty up #7 or #8 before the other plugs(regarding oil pumping).
Your pic does look like a secondary ignition or fuel injector problem.

I noticed that you edited the origion post to include a better pic. The 1 pic does seem to show oil fouling. However, that will happen after a plug carbons up and fouls. Like I mentioned, no panicking yet. Eliminate the other variables before upsetting yourself.

It also apprears there is oil on the threads of all the plugs. I think the one is oil fouled, my number 7 looked the same last week when I changed mine.
