They might, but why would you want one. Is the wallet getting too thick? Are you starting to sit at an angle from the wedge on one side? Pull the pump off and install an 85" belt. Then send me half the money I saved you by not buying an unneeded kit. There is no pulley replacement necessary to eliminate the A.I.R. pump, on an '84.

the air pump elim/ alternator relocation brackets that were used on my 86 ''probably'' will fit the 84, has not been tried/proven yet...the primary mounting points are the same...minor alternator differences may req length change of rear alt brace...new, shorter serp belt length can be estimated, expect a return to parts supplier to swap for exact length

I am fabbing a bracket to move the alternator an inch or two higher. If you do this you don't need the air pump emilinator. I believe that if you try an 85 belt without moving the alternator higher you will be too close to the power steering pump pulley.
For an 1984 you will have to relocate the power steering resevoir. You can make a bracket, strap it to the eliminator pulley bracket or use the 1985 style resevoir bracket. The 1985 bracket is discontinued from GM-you will need to find it used.
