This is very common with factory leaf springs. I replaced mine with a sport spring from Vette Brakes and Products

The bottom of my car scraped going over a parking lot speed bump, and prior to it bottoming out, I noticed the rear fender closer to the tire. I was shocked since my car has pretty low miles.

I paid $300 for mine. I can't remember the website out of FL. You will need to use your jack to relieve the tension of the spring for removal and installation after you have the car on jackstands. I used a hockey puck at the jacking point to protect the new spring.

I did new shocks at the same time and had a blast working on my car.

Yes, when it delaminates like that it must be replaced immediately.

How big a difference in ride and handling did you notice with the sport spring?

Sport spring is much stiffer than the stock Z51 spring it replaced.

Delamination is bad - something that Will likely fail completely under stress and should be replaced. Physical damage, like from contact with a rock or something, is not such a big deal. Depending. The rear spring in mine has had a "notch" or small splintered area on one side, front edge, midway between the diff and the outboard end, probably the size of your little finger, since I bought the car - 6 years ago (!) now and over 100K miles. Not getting any worse and no problem. I was worried about it when I first noticed it, but apparently it isn't doing any harm
BTW: I've seen dirt late model racers running glass leaf springs in the rear multi link suspension (some of those setups are pretty wild) who would take a jigsaw and cut scallops out of the spring to change the rate. Sort of a quick and dirty way to do it - but fast. I never saw a spring cut like that Fail..
