Default My performance plan, what do you think?

OK friends, I've been reading this forum regularly for over a year. I have learned a lot from some great post and smart guys. Now I think I have a plan for mods I want to make to my car. I am looking for a grade and advice from my piers.
What I have is a stock L98, '90 6 speed vert with 60,000 miles. It does have some after market mufflers that sound OK but it has terrible resonance at 1700 RPM.
My objectives are:
1) A little more low end torque for street driving
2) A little more hp as long as I don't sacrifice low end torque
3) A little better sound quality without resonance
4) Minimum investment
5) Better throttle response

My plan is a two phaser. The first phase, if it passes the grade, I will do for sure this winter. The second phase I may or may not do when I can afford it. Getting the kids through college for the next 6 years has priority.

Phase 1, I know this is not much but I have limited funds. I will remove the entire exhaust from the manifold and replace with an Lt1 system. I got the cat back pipes for free and looks like I am going to score some stock Lt4 cats from another forum member for $75 (15,000 miles on the cats). I know it will take a little fabrication to connect the cats to my L98 exhaust heads but am hoping it won't be difficult or costly. Next I am going to install 1.6 Scorpion s.a. roller rocker for $225'ish from Racerx70cc. Then finally I want a PCMforless custom chip, $175.
I am also considering an x pipe inplace of the resonator.
So let me know what you think and for sure let me know if this plan is bad for torque. Will I notice much for the $500 I plan to spend?

Phase 2 (long term pipe dream) I want to go with long tube headers, bullet cat, and an x pipe (if not already installed in phase 1). I want to polish/ port match the plenum, intake runners and heads. Then maybe a cam for that lumpy sound. And finally a PCMforless custom chip.

Its all for fun driving on the street and the fun I have turning wrenches in my garage (where I keep my beer).

Nice plan: but personally i'd to the complete exhaust 1st: Headers/xpipe/hi-flow cat. That would be the best bang for the buck
2nd: Rockers/springs, plenum/runners (more air)

just me tho
