That's the way GM designed them. You can get O.E.M. type dual outlet mufflers at www.madvet.com for $160 a pair. GM calls them "Sport" mufflers. I have them on my 1989 Z51. They are supposed to be worth 5 additional HP. On most L98's only 1 outlet works.
That along with the three cats is what restricts the L-98s horsepower so bad. I gutted two main cats, removed third giant cat, converrted to true dual and welded on some tips. Sounds better and seat of the pants seems higher IMO.
Federal noise requirements are probably what made them do that, and yes it is stock, though it did not continue for all cars (depended on optioning in later years).

I cant belive that Chevy was putting fake exhaust pipes on their cars.. Thats crazy !!
They've been putting "fake" dual exhaust for several years...
I had an old 75 Camaro...single exhaust back to tranverse mounted muffler with two outlets...two tailpipes that were about 2 feet long...but not real duals...Same with Monte Carlo SS, Buick Grand National, Olds Cutlass 442's of the 80's...Two tailpipes, and sometimes two mufflers as well, but not true dual exhaust by any means.
Even our C4's don't have "real" dual exhaust from the factory, even though they have two mufflers.
But are you glad you have a fake pipe and "not true duals" than if you just had a single pipe sticking out one side? That would look pretty ghey now wouldn't it? I'll take my "fake" exhaust any day over a single exhaust tip sticking out of one side only
