Default Mild build advice

Ok I have been putting money into getting my car back into the shape the previous owners should have kept it in. I am getting close to done and a bit antsy about a few more horses under the hood. It looks like about what it would cost for a paint job would be about what I am looking for in motor mods. If I decide to go with motor I will need advice, even if I go with paint your advice will be applied to next winter.

Most seem to advise 1.6 roller rockers LT4 hot cam and long tube headers as a good start. I am looking for a very street able car with enough power to impress.

As far as heads, would I be better off having my heads ported or should I just buy some already ready to go. What kind of flow numbers should I be looking for? I want to hit about 400 rwhp by the way. I am kind of playing with the idea of buying some heads and trying to port them myself would this be a real big mistake? If I have a chance of hitting the numbers I want this would make me very happy, if I would be wasting several hundred dollars please let me know. I have been working as an engineer for several years and do understand flow but have never even considered reworking heads and would require a crash course for basic knowledge.

I know I need roller rockers but for low end power I have read that 1.5 is the better choice. What would happen if I put in a LT4 hot cam with 1.5 rockers? Would a stock cam be better with 1.6 rollers? I don’t mind a little bit of a lobe but am not looking for a race car at all, how manageable is a hot cam and 1.6 roller rockers and an auto trans.
