Finally solved high idle problem.
Turns out that what I thought was the throttle cable, is actually the Cruise Control cable. Whoever adjusted the cable last made it too tight and it was pulling the throttle blades slightly open. This also caused premature wear on the throttle shaft bushings, thus causing slop in the throttle blade shaft. I put on a different throttle body that was still in good shape and still had a slightly high idle. That's when I relized that the cable I though was the throttle cable was actually the cruise control cable and was too tight. When I moved the cable connection on the servo out one hole, the idle dropped to 900 RPM. Problem Fixed
