C4 Upgrades
I have a couple of questions, whats the loudest exhaust I can put on a C4 94 to where it can still pass inspection, I had a H pipe before and had problems passing on my mustang, and what upgrades should I do to a C4 94 LT1, I would really like to reach 400HP

What county do you live in? Some counties require emissions test, while most do not.
Assuming you do not live in an emissions county, you are required to have the original number of catalytic converters and mufflers. Noise does not matter so long as you have these things.
If you do live in an emissions county, well, things get more complicated.
